The Alliance of Civilizations - an initiative presented by Prime Minister José Luis Rodríguez Zapatero to the United Nations General Assembly in September 2004 - has cost 2.6 million euros to date, with Spain contributing one million. This covers the cost of three meetings of the working group of sabios (wise men) in Palma de Mallorca, Qatar and Dakar in Senegal. Despite the interest expressed by several Arab, African and Asian countries, only 12 countries have contributed money to the initiative so far. Last week Foreign Minister Miguel Angel Moratinos said the Alliance's first Forum will meet in Spain in November to study how the wise men's reports can be translated into specific activities to the turn the Alliance into a reality.
